Per the 2012 SCCA GCR ... 9.3.20 - C2 ... is the HANS device now a "required" driver safety component?

Sorry for the duplication ... I now see this topic listed in "General Discussion" thread. Being new guys on the block, we are obviously very interested in the answer for safety requirements in 2012.
