Reported on the Frank Beckmann show in an interview with an official of SEMA. The law would insure the EPA could never go after people converting street cars to racing cars. Reported and discussed on SEMA's website,

The EPA withdrew it's specific regulation last year, but said it would enforce a provision in an earlier regulation they said makes such conversions illegal.
You might as well go fast; it'll go by fast anyway.
